What is it like to attend this early years setting?

The provision is inadequate

Leaders do not demonstrate that there is clear oversight and monitoring of this provision to ensure children's safety and promote learning. Despite being raised as an action at the last inspection, Ofsted has not been notified of changes to committee members. This means the required suitability checks have not been completed for all those responsible for key aspects of the provision.

This impacts on the safety and welfare of children.Staff do not provide consistent support to help children learn how to behave well. At times, they support children to share and take turns with resources.

However, staff ignore some ...poor behaviour. They do not always respond when children throw toys or run indoors. As a result, children do not get consistent support to understand what is expected of them.

Children appear happy and generally enjoy their time at pre-school. Staff are warm and kind. They provide plenty of reassurance to children who develop confidence well.

Children choose activities freely and occupy themselves with the activities on offer. However, the educational programme lacks ambition, and the overall quality of teaching is too variable. Staff do not have a strong enough understanding about how to build on what children already know.

What does the early years setting do well and what does it need to do better?

The new nominated person has not notified Ofsted about changes to committee members. Ofsted does not have the required information to ensure that all those responsible for running the pre-school have been deemed suitable. This includes obtaining criminal records checks.

Some of these members are involved in key operational decisions, such as the appointment of new staff. This compromises children's safety and welfare.The curriculum in place is not good enough.

Staff generally get to know children and have a basic understanding about what they already know and can do. However, not enough consideration is given to planning activities and experiences which help children achieve their next steps in learning. As a result, although children make some progress in their learning and development, they do not make the progress they are capable of.

Staff implement some appropriate teaching strategies as children play. Children learn about nature as staff engage them in discussions about butterflies. Staff promote small-muscle development as they encourage children to make marks with paint or build with construction pieces.

However, the overall quality of teaching is too inconsistent.Although staff complete some training, this is not sufficiently focused on enhancing their teaching skills. Staff are not skilled at engaging and motivating children to engage and learn.

At times, during group activities, children become bored and restless. Staff spend too much time supervising children as they play freely and do not provide sufficient valuable interactions to extend learning.Parents comment that their children enjoy attending.

Staff share some general information with parents about their child's day and what activities children have taken part in. However, staff do not gather enough information from parents about children's abilities when they join, to help them plan for children's needs from the start. They do not provide sufficient information about what they want children to achieve next, to help parents to build on learning at home.

Staff promote children's independence well. Children know to hang up their coats and bags and get their drinks bottles out on arrival. At snack time, children help to set the table with plates and cups.

Because so much of the children's day is based on them leading their own play, they are confident to choose and access toys freely.Children have plenty of opportunities to develop their physical skills. They thoroughly enjoy their time playing in the large outdoor areas.

Children practise balancing as they ride wheeled toys across planks of wood. They take turns to climb steps to the slide. Children gain some understanding of mathematical measures as they fill and empty containers with water.

Safeguarding

The arrangements for safeguarding are not effective.There is not an open and positive culture around safeguarding that puts children's interests first.

What does the setting need to do to improve?

The provision is inadequate and Ofsted intends to take enforcement action.
