What is it like to attend this early years setting?
The provision is inadequate
Since the previous inspection, the nursery has experienced significant instability in staffing arrangements.
In recent weeks, many staff have left the employment of the nursery, including managers. This has led to a significant disruption to children's learning and well-being. In addition, the provider has failed to keep sufficient oversight of the quality of the nursery's work.
These weaknesses have led to a decline in the quality of education that the nursery provides for children. The nursery's curriculum lacks ambition and careful thought. This leads to staff having low expectations of what children can achie...ve.
The provider has not ensured that staff identify the important knowledge that children need to know and remember. Additionally, the nursery's curriculum does not build on what children already know. Too often, it provides activities for the children that lack a clear purpose.
The provider does not ensure that children build important knowledge or develop a positive attitude and motivation to learn. Essential time for learning is wasted.The provider fails to ensure that all staff understand how to implement robust procedures to safeguard children.
This lack of oversight from the provider hinders its ability to keep children safe. The children enjoy attending the setting. They are inquisitive and enjoy spending time outdoors using the nursery's equipment, such as the slide and hula hoops.
This provides children with the opportunities to be physically active.
What does the early years setting do well and what does it need to do better?
The provider is prioritising the improvement of the quality of the nursery's curriculum. For instance, the nursery is beginning to establish the content of its curriculum.
The provider is also taking steps to help staff to plan learning for the children. In this work, the provider is drawing on the advice and support of the local authority. However, it is too soon to see the full impact of these actions.
Staff have completed safeguarding training and they understand how to identify the possible symptoms that a child may be experiencing neglect or abuse. However, the provider has not ensured that all staff understand safeguarding procedures. Staff are unclear about the steps to follow if they become concerned about a colleague's behaviour towards children.
This weakness compromises children's safety and welfare.The curriculum is poorly designed and does not build on children's existing knowledge. Furthermore, the provider does not help staff to know what key knowledge to teach to the children nor when to do so.
This leads to staff providing activities for children that lack a clear purpose. Children do not gain the important knowledge they need to thrive.The provider does not make sure that staff understand the curriculum for children's personal development.
As a result, staff do not provide children with important learning opportunities. For example, children do not develop their self-care skills, such as putting on their wellington boots and coats. Children lack the confidence and skills to try and do things for themselves.
Although most of the staff are new, the provider has ensured that all children have been assigned a key person in the nursery. This has enabled staff to begin to get to know the children's individual needs in more depth. For example, staff build relationships with parents and seek information about their children's needs.
Children experience kind and nurturing relationships with the staff, who are attentive towards them. This reassurance from staff helps children to settle into nursery life well.The curriculum does not inspire children to become curious learners.
Too often, children disengage from the uninspiring learning activities that staff provide. Children become bored, lose interest and their motivation wanes, affecting their attitude to learning.The provider does not have effective systems to check on the quality of staff's work with the children.
Staff do not have a secure knowledge of the areas of learning nor how children learn. The provider is working alongside the local authority to develop a training programme for staff at the nursery. However, this work currently does not address staff's individual training needs.
Safeguarding
The arrangements for safeguarding are not effective.There is not an open and positive culture around safeguarding that puts children's interests first.
What does the setting need to do to improve?
